You may be able to find some clearance skates on the below sites for under $100, but if you're looking for quality, you're going to have a tough time. Another good website is eBay. You can find lots of older model skates for little money. I've recently seen Rollerblade Downtown II's for under $100 with shipping.
Only buy skates from companies you find on the sites I've listed. Anything else out there is going to be junk.
Some brands are: Rollerblade, K2, Roces, Valo, Xsjado, Deshi, Remz, Razors and USD.
